Ciudad Juárez reaffirmed its leadership as the epicenter of cooperation and border planning with the realization of the 2nd Binational Border Infrastructure Table, summoned by Coder Juarez, in collaboration with the New Mexico Border Authority (NMB) and the El Paso Community Foundation (EPCF).
The meeting brought together More than 90 participants, between them More than 30 authorities, , Presidents and Directors of Business Organizations, , academic leaders, , Technical experts and businessmen of Chihuahua, Texas and New Mexico, with the aim of strengthening joint planning and institutional collaboration in projects that promote connectivity, mobility and competitiveness of the border region.
Among the prominent personalities who participated are:
- Cruz Perez Cuellar, Municipal President of Juárez;
- Carlos Ortiz Villegas, representative of the Governor of the State of Chihuahua in Juárez;
- Mauricio Ibarra Ponce de Leon, Consul General of Mexico in El Paso;
- Christopher Schaljo-Hernandez, Chair, Board of County Commissioners, Doña Ana County, New Mexico;
- Cynthia Boyar Trejo, representative of District 4, City of El Paso, Texas;
- Vincent M. Perez, , Texas House of Representatives – HD77;
- Alejandro Perez Cuellar, federal deputy and president of the North Border Affairs Commission;

- Mario Porras, Vice President of International Affairs El Paso Community Foundation;
- Mario Inciriaga Cordero, link of the Customs in Ciudad Juarez;
- Carlos Murguia, coordinator of the Export Promoting Council (COPEX), organization aimed at strengthening commercial integration and attracting investments;
- GUADALUPE DE LA VEGA, Coordinator of the Regional Economic Development and Relocation Advisory Council (CADERR).
The Managing Directors of Binational Projects Inside of Coder Juarez, Miriam Guadalupe Baca and Oscar Chavez, renowned entrepreneurs in the transport and customs logistics sector, who stressed the importance of consolidating public-private collaboration mechanisms that promote regional development.
During the meeting, the main ongoing border infrastructure projects were presented, including the Modernization of the San Jerónimo–Santa Teresa crossing, the Screw-Guadalupe Port Optimization Initiative (Marcelino Serna), the Texas–Mexico Border Transport Master Plan, and various complementary projects of expansion and technological improvement in the ports of entry.
One of the most relevant moments was the intervention of the Consul General of Mexico in El Paso, Mauricio Ibarra Ponce de León, who stressed the importance of strengthening the institutional border mechanisms as key tools for more efficient cooperation between both countries.
Also, the WSP International Consultant, hired by the El Paso Metropolitan Planning Organization (MPO) —An body responsible for transportation planning and regional infrastructure in the metropolitan area of El Paso, Texas— led the Technical work tables during the meeting. The information generated in these tables will serve as the basis for the design of the Binational Infrastructure Strategic Plan (IBC), led by Eduardo Calvo, Executive Director of the MPO.
“The border transforms when there is willingness to join forces. Our region advances when we stop thinking about limits and begin to build strategic alliances, from Neutrality and shared commitment. That is the work promoted by Coder Juárez day by day, with an inclusive and articulating vision at the service of the border”, highlighted Claudia García, technical secretary and director of Coder Juárez.
The meeting concluded with the presentation of findings and conclusions by the imip and the MPO of El Paso, reaffirming the need to consolidate a Permanent Binational Agenda to follow up on the agreements reached.
As a result of this cooperation exercise, it was announced that the 3rd Binational Border Infrastructure Table, to be held in 2026, will have as headquarters the State of New Mexico, under the organization of New Mexico Border Authority (NMB).
The 2nd Binational Border Infrastructure Table CONSOLIDATE TO Coder Juarez like one Neutral, inclusive and strategic platform, which promotes coordination between the public, private, academic and social sectors, in favor of Sustainable and competitive development of the northern border of Mexico and the south of the United States.
